They could have not allowed him back in a public school for starters. Put him in a school that is better suited to handle troubled kids which he obviously was. That they didn't have any warning is BS. Your school records follow you everywhere. So they continued to accept him in public school and continued to let him get booted out. A change of scenery doesn't fix a situation like this. Actually it probably made it worse because he had to start meeting new people over and over.
