She has given the Russians a midnight deadline to explain what happened in Salisbury - She has said she will act swiftly if she doesn't get a satisfactory response - She can realistically expel some diplomats, possibly even including the ambassador - Even worse she could start taking properties/assets away from Russian investors.....
