This is not an indicator of air defense effectiveness. If you send 100 cruise missiles on 30 air defense missiles, if even you intercept all, the target will be destroyed. Assad receives time evacuate peoples, Trump does not receive first hit on the ship after start attack. Who buy more missiles will win.
