It matters. Using the Post Office is using a government office. Using a delivery service that isn’t maintained by the government has less regulations.
Years ago I published an article in Screw Magazine where I researched the laws and statutes regarding obscenity and included used panties. I spoke to the local Postmaster General about it and that traumatized me for weeks. Basically he said using ziplock bags and strong packaging tape was common and urine stains/matter weren’t hazardous but bloody panties were taboo. Blood can carry germs if fresh and he “ thought” AIDS would be spread. Laughing in his face wasn’t smart and the interview ended.
And, yes, people buy used panties with menstrual blood on them, too. It’s cheaper to date a female who gets her period but to each his own.
