He will likely ask for rescission which will allow him to cut parts of the bill. Once he formally submits his request Congress has 45 days to approve it in the House and Senate. If they don't it fails automatically.
So, no, Trump isn't about to dismantle shit. He may be about to ask for permission to do that and I have a feeling he is not going to get it.
