Gene after looking into this i was disgusted what i found. Senator Robert Byrd (D-WV) then Chairman of the Appropriations Subcommittee on Homeland Security, inserted language in Homeland Security Appropriations Act of 2010 which made it a daily quota by law. 60 Democrats sent a letter to Obama to to get rid of this quota.

What did the admin do they lowered the quota down to 30,913 detention compete and utter waste of tax payers money....
