It's not a fake. It's a hype - an intentional trolling of police to get youtube views. Shakespeare is not forbidden in Russia (we learn his tragedies in the school)... but involving children in begging is a crime here (not for the children themselves of course but for the adults who use them). This is what the step-mom of that kid on video was trying to play at. As far as I know, she was not even fined for that performance.
So please don't even try to compare Russian and American police brutality. As well as don't try to compare the crime rate in NYC and LA with Moscow and Saint Petersburg.
