I see your point. I feel I can BRIEFLY say whatever I want about my nationality because that's my nationality. Joking or not, I would take great offense to a 'outsider' serious or role playing slang mocking my nationality.
On the other hand, I would take offense to anyone that is of my nationality going off on a constant, non-stop rant degrading our nationality. To me it's common sense where today's day and age common sense is of limited supply as proven my Mr. Papa John.
