No idea on those areas. I do know that racism in the US is a real thing, and black people have a harder time achieving wealth than white people so in order to avoid poverty and crime ridden areas, you are statically better off recommending the white area.

If you think the black majority areas are worse just because they are black then yes, you are racist. It is not a huge bar to climb over. Just quit making decisions based on skin color.
