Because he wanted to insert the fact but not finger the likely "ally" foreign entity? Strzok didn't deny the actual fact.. He argued his actions on them. Or at least he tried but Dems went all crazy in interruptions.
Since it was brought out.. It means it will eventually be revealed... Can't put the genie back in the bottle.
