It's a tactic often used it politics. If you know a bad story about you is about to come out, you leak a little bit of it yourself and gauge the reaction. This will tell you how your base feels about it and it will help you decide what to say when it comes out. Also, it makes it less of a surprise when it does come out.
The thing is Trump supporters don't care about anything so for the most part this stuff comes out. Trump screams on Twitter, Rudy screams on TV, Sarah screams at journalist then they just move on. They don't need to make many excuses because they know the base supports them.
