To be honest it has never needed any intelligence. Even office women did that. Don't know about the USA but here in Russia my wife was a 22 year old economist (economist is a person with a high economic education - not programist or engineer) and she was assembling computers for the office purposes.
Personally I still do it even now in 2018 because I can configure my hardware much more effective than commercial companies that sell turn key systems
