A big part of the issue is the fact people don't want homes for homeless in their neighborhood.
Do you want homeless to accumulate in your neighborhood due to homeless shelters built all around your place? Most don't. They want to complain about the homeless then exclaim "no homeless shelters in my neighborhood".
