Here is why Billions are spent on the military. This applies to every country.

Let's say a country orders a jet from Boeing as an example.

Boeing has to subcontract having the components made (X thousands of workers/jobs/voters).
Boeing has to sub-contract having the engines made. (X thousands of workers/jobs/voters).
The sub-contractor sub-contracts having the components manufactured. (X thousands of workers/jobs/voters).
Then Boeing pays it's workers to assemble the mechanical side of the jet. (X thousands of workers/jobs/voters).

Then you have the electronics of the jet.
Boeing has to subcontract having the electronics R&D'ed (X thousands of workers/jobs/voters).
The sub-contractors have to sub-contract the actual manufacturing of the avionics/electronics.(X thousands of workers/jobs/voters).
Once all the avionics/electronics are manufactured, you have to have everything assembled into the jet. (X thousands of workers/jobs/voters).

After that, you have the testing phase. (X thousands of workers/jobs/voters).

Once a jet passes the testing phase and it is delivered to the customer, you still have technical support for the jet. (X hundreds of workers/jobs/voters).
You also have to have spare parts chain for the jet. (X hundreds of workers/jobs/voters).

This doesn't take into account, delays in manufacturing.

It is easy to see how a jet can cost billions. Employ thousands of people who pay taxes, purchase big-ticket items and vote.

It's all about the money and votes.
