The reason why U.S. companies export labor overseas isn't unequal tariffs. Even if tariffs didn't exist at all it would be monumentally cheaper to export labor anyways, because wealthy nations like the U.S. have more skilled laborers that fuel a SERVICE economy rather than a GOODS economy.
Even if Trumps protectionists policies worked and we got manufacturing jobs back in the U.S., why the hell would we WANT those jobs? Do we want America's youth to be working in sweatshop factories making consumer products? No - we probably would prefer they have high-paying service industry jobs.

Right now the U.S. economy is about 80% service and 20% physical goods. For other countries its inverted - they get 80% of their GDP from physical products that they sell to us and others. The U.S. wants those things real bad, because like i mentioned before, Americans would prefer to not work in sweatshops even on U.S. soil. Luckily the U.S. has become rich from its service economy, and it has the money to import physical goods. This supply and demand creates leverage, and for the most part richer countries are happy to pay import tariffs so they don't have to build shitty plastic toys every day. If every country had exactly the same economy, then Trump policies would probably be correct - but they don't at all.
