I agree with you. It wouldn't be too difficult. What you need is a closed off system that physically doesn't touch the Internet. If it doesn't touch the Internet, you can't hack it.
The only reason any of these computers are connected to the Internet is because we demand constantly updated stats on a regular basis. Great - do it manually. Have one computer that does not connect to the network give out updated stats, read the stats off the screen, and have someone input them on a computer that is on the Internet. Easy peasy.
At the end of the day, everything can be downloaded onto disks, make multiple copies, and then transport them to the state capital where everything is downloaded to another computer network which is not on the Internet.
