Smart choice. It's honestly not that hard.

On-site optimization really comes down to following a checklist--do you have reasonable h1 and title tags? does your site load decently fast? do you have good mobile usability? Do you have unique copy/content? Anyone can get it right. The hardest part is making a site that people will use and return to (this will help your SEO more than anything else).

Off-site, I strongly recommend focusing on copy. You want your links to appear in contextual copy. Sitewide navbar/footer links won't help you very much. Buy blog posts, and also reviews (from sites like mrporngeek or porngatherer). Most of the black-hat packages you'll find on blackhatworld focus on copy (though it's very low quality and/or spun), and they can definitely help you if you're comfortable with getting penalized eventually.

Finally, keep in mind that many SEO firms are considering direct traffic as the #1 ranking factor. The simplest legitimate way to generate extra direct traffic is to buy traffic and convert paid hits into repeat visitors. So take some of that SEO budget, and buy traffic with it.
