That's the point of the bill, the AA Bill enables backdoors to be created which will be able to access the data on a device after it's been decrypted. Obviously breaking end to end encryption is unlikely (until quantum computing realises it's potential), however if your device is targeted with a special software update just for you that's compromised then the agencies can read your encrypted communications as they are shown to you in plain text.
