Well, we could talk all day or two about all the lack of those interested in promoting his agenda, and this seems to be a work around for trump.
But I'm really asking if this can even be a legit play.

It goes to the heart of the primary process.
I can see them doing something like this after the primary.
But this allows him to thwart his adversaries in the primary.
...without any vote I should add.
