I'm not some of you guys are getting it - They are stopping the rogue breeders from hiding behind pet shops and other third parties - Someone who wants a dog will have to go to the breeder themselves and see for themselves what the conditions are like...
Of course there will be numerous loopholes - However, it's a start.....
