Lot's of great videos on youtube about shooting good quality video on a shoe string, but you always are going to want to buy the best equipment that you can afford at the time.
Watch the local markets for used equipment. I talked to a guy 3 months ago that got a couple Nikon D3200 with multiple len's, lot's of memory cards, and a 3 point lighting system off of craigslist for $400.
With 4K almost required for professional work any more, there is a lot of good HD level equipment that can be had pretty cheap, and would still work great for amature/small niche. Most of the stuff on c4s is still at or below 1080p! I still make money on the 480p videos that were shot years ago, the key is picking a good niche and sticking too it

and one more thing:
Don't shoot a single picture/video without proper documentation (IDs, model releases) - you will need that when you upload to some of the plattforms and if all goes wrong, you can still license the content.
Be as precise as humanely possible with the documentation.
