You are mistaking exhibitionists and voyeurs. Voyeurs are those who watch and they don't like to be caught doing what they are doing. The genuine thing about shooting voyeur content is the idea that the people don't suspect they are being filmed. Approaching them afterwards with a big check and a release form is somewhat challenging.
