Another man has been in a wheel chair for twenty years, and makes money by renting out trailers on the river bank. If they built a wall on his property he would lose his businesses because no one is going to want to rent a trailer next to a wall.

The states will sue saying this is not an emergency and then the homeowners will sue... This will be stuck in court until after Trump is voted out next year or is in prison.
