Its all shitty political games... that also means that there might be a situation when a party gets the most votes but if they cannot form a coalition they will not be the leading party.

Thats pretty much what’s happening now. Netanyahu got 35 seats, and the rival party also got 35 seats. All the rest (about 10 more parties) got 4-8 seats each.
Most chances are that Netanyahu will form a coalition with the orthodox jews parties (both got 8 seats each), and 2-3 more parties so he will have at least 61 seats.
is there a minimum % of votes a party needs to get into the Knesset?

and as annoying as it is, i still think this is better than in the US with the electoral college where it is more or less impossible that a third party can get elected. and you see where that leads.

And in theory also the other guy could try to get a coalition going with 61 votes, right?
