The house committe can damn sure see the full report.. Barr can legally give it to them, he's attempting to abuse his power to say no. There is no law stopping him from handing over the full report right this minute... It 100% bullshit that he can't legally turn it over...

They outline how in several circumstances "an attorney for the government" can give grand jury information to help other criminal investigations and even share grand jury information with intelligence or national security officials if the matter involves foreign intelligence agencies.

So, under that part of the rule, if Congress needed secret parts of the Mueller report for intelligence considerations, Barr could choose to disclose those to members. No court needed there.
