Confused still:
To me :
Designer is the guy who arranges pretty pictures, finds a nice fonts...but does not program the guts. In other words does not write code. So again , you do which ....or you do both ?
I may be looking to upgrade my site from both angles....and keep an eye on things for a reasonable fee.
