Is such a scenario unthinkable? We have "sales guy" and "security guy" at cb. "Sales guy" loves high sign up numbers, he reports his sign up numbers to management and the numbers are fantastic. "Security guy" reports the number of detected and deleted bot accounts to management. He does a good job and catches many (of the sign ups from "sales guy").
And in a worst case scenario both profit from low quality sign ups, because of a lack of quality management.
