Of course, you want the writer to do the work and not hold their hand through it, but give them some kind of outline so they will stay on track and not go wandering off in to nonsense. Things like the main headings / subheadings you want. Anything they should focus on or avoid (maybe you want 100% positive hype, maybe more honest). Maybe some bullet lists of features or prices or something. The tone of the review (formal and serious, or casual, funny, sexy, etc.) Maybe show them a website or piece of writing that has a similar style that you want.
But the thing is... 1,500 - 2,000 is just a lot of words for this. It's not impossible, and it could be done without filler, but quality costs money. I don't know what people charge around here these days for writing, or what you paid... all I'm saying is that this job isn't fit for the kind of "blonde babe gets fucked in the ass real good" writers that you may have found.
(I write non-adult content that's around 1,000 - 2,000 words and they always give at least a general outline of what they want, and if they think there is filler they'll send it back and tell me to fix it, but they also pay well enough that I actually care about it and don't need to add filler. I also write for my own porn sites but not that long, and my own sites don't pay as much.)
