When there are cases, because the system is not overwhelmed, they can assign like 1000 people to each case, tracing every contact, cleaning out any areas they've had prolonged contact with.
Every country will be like that.. once your numbers are low enough.
USA has mandated vaccines for travellers before, I doubt once Americas numbers are low the community wants a new wave arriving with tourists or those that have been travelling internationally.
Less than 5 cases per 100,000 tests is defined as controlled.
