If it indeed is a crawler bot, the ad-server should filter it. The report clearly report impressions, meaning the ad was loaded - otherwise it should have been reported as a request, or better yet, not reported at all.
I don't know which ad-server is used but advertiser or network manager should be able to set "auto disable" if ctr falls below a certain value.
It is however not fraud to have a low ctr
