They pull a number based on random sales of other domains, which often sold in a different internet era, about 15 years ago, and with no consideration of the sold domain's traffic, buyer need for the exact term or if it came with a website.
(Obviously the intention with Godaddy is to get you to buy (and overpay) a name from them.)

The other day I was helping a client transfer their Go Daddy domains and noticed another creative little thing Go Daddy does. They place an appraisal *cough* of your domain right in the admin, making people think that every precious domain they have is worth a significant amount of money so that they continue to renew the domain at stupid high rates year after year.
