OP is not simply complaining that CB is ignoring it, they're suggesting CB is actually in on it, which is no more legit than saying the continued existence of numerous Youtube download sites means Google is "in on it".
They most likely just don't think it's worth the time, effort and expense of playing endless whack-a-mole against what ultimately isn't harming them, and mostly just serves as free advertising.
