Sure it uses some privacy service like Njalla (The pirate bay founders). Where they ignore DMCA and where it is not necessary to provide any information or email to register the domain.
Also .to domains are not supported by icann and are well know for not providing any information.
In addition, the DMCA laws are from the United States and do not apply to other countries. Takedown companies look like idiots when they send DMCA reports to other jurisdictions, instead of sending the equivalent to the jurisdiction where the website is hosted. Although companies from other countries such as the European Union comply with DMCA laws, they are not really applicable in most jurisdictions. And let's not even talk if it's from Russia, China, Etc...
