Would be pretty unreasonable for you to give me (the affiliate) the sale if you brought the customer in 3 months prior. Just check e-mail + billing info or something on registration and if it matches an existing customer, just show the user "Hey! You already have an account! Login here"
Your last question is why some companies do first cookie set and others do last cookie set. Everyone will have a different answer.
IMO, first cookie set benefits people with huge traffic / media buyers more and last cookie set helps the little guy out more. Savvy people have business models where one or the other benefits them the most and I doubt any of them will say as such on GFY.
