Perhaps even more advice to add - check their qualifications and history first. If you have members that he's worked with as a reference then talk to them. Not to mention and i can't stress this enough - cheaper isn't always better. Several times I've heard tire kickers say, "well my neighbor said he can do SEO from some software he bought and he'll just charge me $50". Yup - months later he returned asking.
Finally - red flags are important and one of them is simply communication. Added to that when it comes to scripts etc. be willing to pay 1/2 up front - then 1/2 on completion. That is how the pro's do it... if not then you'll loose your money and there is no reason for them to finish the project.
