Unfortunately, it is not. You don't understand how it works. When you talk about an average level, which even in Chernobyl is different from one meter left or right, you forget that the most dangerous thing is not the direct radiation, but the radioactive particles that you breathe. These may show zero radiation on a dosimeter, but when they enter your body, they slowly kill you from the inside. Actually, this is how radioactive Polonium works on tobacco smokers. The smoke itself doesn't show any radioactivity on consumer dosimeters, but that doesn't mean it isn't radioactive
So, only stupid assholes visit places like Chernobyl or Fukushima by their own will and for their own money. On the other hand, if there is a Darwin Award, there should be idiots who win it. I wish them all good luck
