I haven't followed the market but I'd look/ask around if you could solve these via white label solutions as those will give you the technology / billing with some customizations out of the box.
Live cam sites have lots of problems that are hidden from end users, e.g. DDOS, content moderation (spam, illegal content, DMCA, etc), random lawsuits, payouts to multiple countries and their tax rules, leaked content, KYC, GDPR, etc.
tl;dr make sure you really research it before jumping into it and put money aside for lawyers

Why do I need to worry about other countries' tax rules? Wouldn't that responsibility fall on the models?
Im not interested in doing any whitelabels I want my own niche cam site and I'm going to be building a brand really.
This developer is eager to build the site I think he probably wants to expand his portfolio, which btw is very nice. He's far fro m amateur. And I like that he's local and we can meet face to face.
