Not quite; it was down for most people due to filtering (the IP range was being blackholed) but it never went down, at least not in the sense that you would want it to go down, e.g. the plug pulled for good. Backend was, and is "safe".
Currently, it's being served through proxies hosted by:
1) PrivateLayer.com (Switzerland, Panama)
2) RUMBLE.com (Canada, their Cloud offering)
3) Evoluso.com (Portugal)
So in this case, there are 3 layers... you knock one of the proxies down, you still have 2 left to go... I'd say that the chances of knocking all of them down would be very slim to none, mainly since Rumble would fight it just for the fuck of it, even if they don't necessarily agree with it.
He's in hiding, for obvious reasons, and last I remember, he was hiding in Serbia.
He has enough supporters to continue playing whack-a-mole for the foreseeable future, however.
