I always have a few who hit me up on skype out of no where asking if I would hire them. When I press them for a quick questionnaire as to some basic terms and functionalities they for the most part haven't a clue.
So good luck finding someone but please make sure they know what they are doing and not just BS'ing you as I have seen many times.
