I am interested, but first you need to find the reason why is your site penalized. Some sites can rise from the Google penalty, others don't. Also, no one can guarantee anything when it comes to SEO, especially these days. 5-10 years ago, it was easy, you just need to add original content, exchange links with other webmasters, one, two links per month, a couple of forum posts and signatures here and there, and visit would rise from month to month.
I think that SEO is unofficially dead. Sites with thousands of shitty spam backlinks can rise to top 10 on Google Search, others with white hat SEO will be in a sandbox for years.
