If you pay something to receive, based on luck or skill, anything that has a value it is GAMBLING!
You will then have to respect the local regulations about gambling.
In France, without a proper licence, a game can only be free and you will have to register the rules of the game officially.
If you don't do it and the authorities want to annoy you... You give them this possibility.
