This is basically the problem with these laws, and why they will absolutely destroy the economy of legitimate adult content.
My understanding is that the safest approach is to verify people
before they hit the tour, and since there is no state-provided age verification system, sites have to either eat this cost for every user, or pass it on to the users before they see the tour.
As you said, why would a surfer pay to view a tour?
