After going through my own cycle accident and being told I'd never walk w/o a severe limp, I can say the doctors aren't always right. A stubborn mind can get your body through a lot of things, lol!
Since you're in GA, I'm sure you're aware of the 17 year old nitwit Wendy Jennings who the judge just decided to try as an adult because she was racing and killed someone. That's an EXCELLENT precedent to nail this 16 year old if he took off. GA (and other states) need to get it through their heads that if you're not going to treat a 16-17 year old as an adult, then don't give them a license to drive a 3000+ pound vehicle.
