it's not as much of a matter with the people who use 1024x768... it's the 800x600 users that are the trouble (#1 spot). make sure your site looks good in 800x600. if it doesn't, can you imagine what it looks like on the 640x480 screens (#3)?
once your site looks good in 800x600, it almost always looks good in 1024x768. this kills the top 85% of your visitors with one blow.
640x480 is another story. these surfers, as i said before, are USE to having sites that are too big.
www.altavista.com and all the major sites do not fit on their screens. so, it's 'ok' to not conform to their choice. these users are old and outdated. they'll eventually see the light.
a good way to quickly check different resolutions (in windows) is go to go display properties, settings, advanced, and click on 'show settings icon in task bar'. this allows quick screen resolution changes. whenever you make a design change, you can quickly test it in all resolutions.
... also, one last thing is that 95% of my visitors use WINDOWS. so if you are using a MAC, go test it out on a Windows machine. i'm sure an IE windows browser and an IE max browser are not entirely identical.
