Ok here's the deal.

I will allow any webmaster hosting on ANY host (including free hosts) to trade traffic.

What this means is that there will be less load on the server and allot of webmasters are using hosting without php,mysql,perl or any other server-side language or database will now be able to trade traffic for free.
