I think it still could work - the same principles apply, but of course - if they are dead set in writing everyone a speeding ticket - you are screwed.
Catching legitimate speeders is not a speed trap in the classic sense. Speed traps used to be prevelant in the South. The speed limit would be, let us say 65, then they would post, let us say 55, then in a very short distance they would post one, let us say 35. The distance between the 55 and 35 signs would be so close together, that when you hit the 35 sign you would still be in excess of 35. Gotcha.
