chargebacks have been the bane of the industry and are pretty much the reason for each and every heavy-handed rule set down by the credit card industry in past years.
Certainly, the central weakness in the system has been that it is too easy for a "cheap charlie" to simply claim he never made a charge. But in past years, many unscrupulous webmasters and certain billing companies that are no longer in existence, exacerbated the problem by employing all types of underhanded methods to gouge users. Some websites made it virtually impossible for users to cancel a recurring subscription. All that eventually caught up with the industry as a whole.
Bottom line, the more the industry employs ethical practices, the more of a chance that we will see less heavy-handed rules in the future.
