Who out there builds freesites ? I need a portal built to promote a load of clip stuff and a few sponsors, so that I can pump traffic through it... ?

You'll have to make your own if you want a free site or look for students. If you need a cheap site on the other hand there's tons of people who would work with you for a few hundred dollars.

You could do this yourself or outsource it just using tumblr blogs they can be volatile but provide huge traffic.
