I dealt with Sam from Adult Seo Solutions back in August 2012 and paid out $1,350 for 4 months of SEO for my website. the "chargeback" procedure it's an international procedure for all credit card transactions,
you can ask for a chargeback also after 180 days or more.
depend of the nature of the service or product you bought,
call your credit card for "chargeback", paypal will not help you at all, but if you see into paypal agreement, paypal talk about "chargeback", "if you are seller and a customer ask for a chargeback, you are responsible for that money, also after 180 days"

american express told me NO PROBLEMS about it's a very old transaction, I have the agreement, so they will send the chargeback request to paypal, then, we will see what Ashish will say about it (he should give proves that he made his job)

Well, my mastercard company said they can only return my last $450 which I paid in Nov. since it was within 120 days. The other 2 payments in Sept and Oct they couldn't help me with. But you think they will help me, Now, if I tell them to do a charge back to Paypal for everything? I read through the paypal charge back process but didn't see how far back my credit card company can ask for money back from them? well the word "chargeback" is normally used for this type of process,

I phoned to americanexpress and I explained my problem, they told me: call the company, or call paypal, why did you call us?
I explained the problem, the agreement, but nothing,.......
then I said: "I'm requesting the "chargeback", and they understood all into half second.

So, into paypal you can read that there is a chargeback procedure, that users can ask to their credit card company, not to paypal.

call back your credit card and say "chargeback", give to them the agreement you made with Samuel.
if they don't want to do the "chargeback" , say to them that you have to call your lawyer, and they will help you into seconds
