it's what google calls a "relevance network" and it improves rankings.

True. The more inter-linked sites you have on a single ip, the more trust google will develop for that ip.

I looked and looked for any search engine expert who would support my position that it does matter if sites are on the same IP. I wanted more IPs and I was going to find SOME expert who would say I should get them. I talked to several of the most respected people in SEO. I talked to employees of the search engines. I scoured white papers and other documents put out by the SEs. I was frustrated that all of the big experts, all of the papers describing Google's algorithms, everything authoritative said it doesn't matter one bit. Setting out to prove that it does matter, I only proved myself wrong.

Thank you cooldude7 I appreciate your honesty. I'm not interlinking at all. I guess I will keep it that way.

Interlinking sites sharing the same IP is basically the same as an internal link. Little value but increases your footprint.

It's OK. No SEO value though.

oF COURSE IT'S BAD !

Plus, use various registrars with whois protection with various sponsors linkcodes
10 sites max per IP

G is now aware that it's hard to get new IPs these days.
